One of the primary arguments for training to failure is that it activates all motor units and hence muscle fibres. This thought process is a bit reductive, however, as it fails to look at the evidence we have available for how the
neuromuscular system responds to training at different loads and different relative intensities.

This merely scratches the surface of the complexities of the neuromuscular system, so you should always remain skeptical when people make sweeping statements about motor units, muscle "activation", the nervous system's role in muscle contraction etc.. This stuff is complicated, and our very brief article really doesn't even do all of that complexity justice, but it will hopefully give you some things to think about.
